少子化衝擊下，今年是「高教105大限」，許多大學將招不到學生。教育部次長陳良基接受媒體專訪時表示，目前沒有預估退場校數，前政府規畫未來擬減少50所大學的政策及時間表也會重新檢討。
前教育部長吳思華預估未來大學會少5、60所，今年則是少子化的第一波高教大限，8月大考分發放榜時，就知道哪些學校面臨退場。
不過陳良基接受最新一期《評鑑雙月刊》專訪時表示，「105大限」的說法是將少子化問題簡化，因為這是一個延續性的問題，目前在學的大專校院學生人數將近120萬，5、6年後可能變成80萬，推估到民國117年只剩下60萬。陳良基說：「退場不是少子化的唯一解方，158所大學是否太多，我不去設想，教育部希望將已經投入的教育資源好好發揮，而不是一直在講退場，如何協助大學轉型，才是我們的優先考量。」
